Kinetic images are created from either a moving camera or a moving subject.  I struggled to come up with a good description so I pulled this from Wikipedia, and I think it is a very good definition:
Kinetic photography (kinetic meaning “caused by motion”[1]) is an experimental photographic technique in which the photographer uses movement resulting [...]
